Plating an offroad bike in Kansas

I know one has to have all the equipment: hi/lo beam headlight, turn signals. brake light, mirrors, ect. but how difficult otherwise is it to plate an offroad bike in Kansas?

Impossible. As of 04 any Jap Vin # comming across the DMV computer that has an Off Road title will throw up red flags and cant get it tagged. Certain #s in the VIN are the flags that show up on the computer and says its off road only. NOW some states are more strick than others. AR, UT, Navada, CO, TX, AZ, are easier to deal with than most. My 04 XRR came from UT. It has a rear brake light and thats about it. No turn signals, no hi/lo and the horn doesnt even register as a noise to me. How this thing came into KS without getting inspected is beyond me. But I have a tag and title so

KTMs up to 05-06 had MSOs that didnt desinate it as a off road vehical only. KTMs are not Jap bikes but actually from Austia. So they were easy to tag. NO red flags and no one at DMV asked to look at it because once the # were intered and it didnt say anything about being Off Road only.......must be ok to tag?

As of 06-07 the DMV has caught up with KTM and their MSOs and they have joined the ranks of Jap makers.

The Republic of CA. is now going back in their records and pulling tags from owners that have slipped through loop holes after 04. Wouldnt that be a bummer. AAAAAA Mr. Smith, we know your bike has been street legal for 2 years now but we need your tag please!! WTF

The KS inspection is to check that the VIN and Engine Number (on MCs) match the title. That is all a KS inspection does.

Now if you were to build a bike from parts, and could prove it, then you could license it as a home-made vehicle. Building a bike from parts does not include buying a premage bike and addinga farkle or two to make it street legal.

As long as the title doesn't say "for off-road use only", you should be good. Even if it doesn't show up on their cpu's. I've been looking into this a lot lately, since I'll be tagging a 400 EXC in the next month, or so.

Even though you get a tag on it, and the inspection is done, the cops can do a "safety" inspection at any time. This means without turn signals, a working brake light, horn, DOT tires, mirrors, and high/low beam, you can get fined. Getting it "tagged", and being "street legal" are two different things, from what I'm finding out.

If I can get an EXC tagged, I don't know why you couldn't get anything else tagged, as long as the title reads right.

The VIN flag thing is crap. Not here in kansas anyway. I practicly begged to NOT get a tag for a CRF450R but they insisted. it had no lights or anything else to make it road worthy. I called my agent and had liabilty faxed to the dmv and walked out with a TAG. Title came back with 1 mile as ODO and was free and clear of any "off road use only" verbage. its like TYE says, as long as it doesnt say that on the title they cant deny a tag. ditto on "street legal vs tagged"

btw-my was inspected for the vin, since it was brought here from ar. even said NO ODO on inspection!

I've researched this in detail for Missouri including a long conversation and emails with Mo Hwy Dept. From my research and in talking to people who've gone through the process in KS and elsewhere, it seems to me the success or failure of the process has a lot more to do with the particular employee you get when you go in than the actual laws and policies. Of course at the DMV, you have about a 0.0017% chance of getting a friendly, compassionate, intelligent human being. No offense to any DMV employees or families of DMV employees we may have in our reading audience!

My standpoint is, don't buy a motorcycle that is not factory street legal and plated unless you will be content with it never being plated because you have no guarantee.

The GOOD news is that with the new Huskys and KTMs we all have a LOT more street-legal options! Now when will Honda make me a 400 to 450cc street legal dualsport with modern technology?! PLEASE!!

Mark and I both tried to get a tags in Shawnee County. Mark's bike is a KLX300 that has all the necessary equipment to be street legal. Because the title says off-road only, the inspector in Shawnee county would not allow a tag to be issued. My XR400 came from Nebraska where the guy had it tagged. The inspector ran the VIN, learned that it was manufactured for off-road, and that was that...it is not now and will not be eligible for a tag in Kansas unless Motor Vehicle changes their policy.

An interesting sidelight is that if I took the bike to Arizona and had our son take it to the AZ DMV, they would run the VIN to see if it's stolen. If not, they issue a tag and it's the owner's responsibility to then make it street legal. They told me it probably wouldn't be a problem unless I was on the freeway.

I took my bike, insurance card, and all the paperwork to convert from "off highway only" to "formerly off highway" (found on the DMV website) to the Highway Patrol inspecter and still couldn't get a tag. Or even an inspection! They told me that I could sue for a quiet title and then they would give me a title. I only need a tag to ride in the Canyonlands National Park, Utah. Kansas is missing out on sales property and registration $$$. I also talked personally to the Sec. of Transportation. As I'm moving to a KTM, the bike will soon be for sale. Mark

When I bought my 450 I called and they told me they basically just check the VIN to make sure it is not stolen. I had zero problems.
I have heard others have had some difficulty though.

Troy...MO is really easy. State law requires a headlight, taillight, rear view mirror and a horn. They can also hold you to DOT tires...but I seriously doubt they will check. Anyone that tells you different hasn't read the MO vehicle statutes.

Most inspectors just want their $10 and don't give a hoot. My KTMs were tagged in MO right out of the crate and they didn't come with lights.

IL is the same deal...easy as pie.
